don't kiss a stranger

NEWS:A few days ago, in Newfoundland, a student (25) of St.John's Memorial University was sentenced to two months in jail for kissing a woman (20) on her breast while sharing an elevator ride. The PhD engineering student, originally from Iran apologized for his action and said that he didn't realize that this was a serious offence.

Am I missing something here? Is the convicted student implying that it is okay to kiss a female stranger on the breast, in Iran? I found this funny, but on second thought it is a scary thought. Now I don't want to be ignorant and use this one example to generalize Iranian elevator etiquette, so let's give this situation the benefit of doubt and consider this practice as anomalous, even in Iran.

No man! It is not an acceptable practice in Iran at all! I am an Iranian in Canada and like other Iranians embarrassed about what he did!
I do not know why you guys that much overemphasize on the nationality of that stupid man! There are about hundred thousand Iranian living in Canada! I do not think that it is rational to judge over us based on only one case! The crime rate among our community is not zero like every other communities in Canada! Such a stupid guys exist in all ethnic groups in Canada! FYI, it is good to know that the crime rate among Iranian community is less that its average rates in Canada!
